ICANN should introduce "Birds of a Feather" sessions in the Policy Development Processes, i.e. "issue-framing face-to-face sessions" before even composing working groups.

Publish the proposed strategy for ICANN in an open, standard, machine-readable format like StratML. Engage tool vendors and value-added intermediaries to provide services enabling input and feedback explicitly linked to each objectives set forth in the plan.
